 Disproportionate Minority Contact (DMC)
Disproportionate Minority Contact (DMC) refers to the overrepresentation of minority youth who come into contact with the juvenile justice system relative to their numbers in the general population. To participate in the federal Formula Grants Program, which provides funds in support of state and local juvenile justice efforts, states must strive to reduce DMC. Since assuming responsibility for the Formula Grants Program in January 2004, the CSA has undertaken a number of efforts to ensure that California addresses DMC, including development and implementation of the DMC Technical Assistance Project - an innovative effort that will keep California at the forefront of juvenile justice system reform through a collaborative systems approach to reducing DMC.
 
DMC Technical Assistance Project
 

Expert Consultant Grant: In June 2005, the CSA awarded a grant to the National Council on Crime and Delinquency to serve as an expert consultant for the DMC Technical Assistance Project.

County Participants: Contra Costa, Alameda and Ventura counties are participating in this new project and will receive technical assistance from the expert consultant related to DMC education, stakeholder collaboration, organizational analysis, data collection, and action plan development, implementation, and evaluation.
