Lane County Juvenile
Justice Center
The Lane County Juvenile
Justice Center/Youth Campus in Eugene, Oregon
includes a 96-bed split level detention facility;
a residential shelter care program for youth awaiting
space in a long-term treatment facility; courtrooms;
supervision services; a residential treatment
center for substance abuse; a work training center;
and general administration.

Construction of the 114,000 square
foot Center, which was designed to allow for the
relocation of existing facilities and the addition
of others, commenced in September 1998.
Occupancy began in November 1999.
The campus includes space for
both public and private facilities to provide
juvenile corrections programs. Possible
future program space may include alternative schools
and specialized treatment programs for sex offenders
and arsonists. These programs will be able to
share kitchen, cooking and dining operations;
recreation space; classrooms; medical services;
laundry; and other services such as meeting rooms,
libraries and training activities.

DESIGN
All of the sleeping
rooms in the detention facility are single occupancy
and wet. The design of the six housing
units features the curving of the sleeping room
wall(s) to provide a direct frontal view effectively
from any location in the dayroom area. The
facility also features substantial security electronics.
Visitation and support areas (e.g., medical and
food services) are adjacent to the housing units,
and the facility includes three outdoor recreation
yards and a gymnasium. The use of abundant
natural light, interesting architectural volumes
and a "soft" color and furnishing scheme
will create a normative environment designed to
promote rehabilitation.
The Drug and
Alcohol Treatment Center and Shelter Care Facility
are each about 13,000 square feet. Together,
these programs will house up to 40 juveniles.

Lane County voters passed a $38,940,000
bond measure in May 1995 to fund the development
and construction of the new Juvenile Justice Center,
a public/private partnership designed to maximize
the advantages of locating multiple programs on
a single site. KMD Justice collaborated
with the local firm of WGBS in serving as Project
Architect. CRSS Contractors, Inc. and Drake/Chambers
both joined the team, the former as Project Manager
and latter as Construction Manager/General Contractor.
